The Council of Europe Committee of Ministers has just made public the third report on the situation of minority languages in the UK. This report has been drawn up by a committee of independent experts which monitors the application of the European Charter for Regional or Minority Languages.

On the basis of the report, the Committee of Ministers calls on the UK to continue taking resolute action for the protection and promotion of Scottish Gaelic in all areas, in particular in education, through the training of teachers and the production of teaching and learning materials.

Furthermore, the UK authorities are encouraged to adopt and implement a comprehensive Irish language policy, preferably through the adoption of legislation.

The UK should also ensure that health and social care facilities offer services in Welsh.

Finally, the Committee of Ministers recommends the UK to adopt a strategy to enhance and develop Ulster Scots, in co-operation with the speakers.

The regional or minority languages protected under the Charter in the UK are Welsh, Scottish Gaelic, Irish, Scots, Ulster Scots, Manx Gaelic and Cornish.

Two primary schools on the Island are sharing the results of an external review with parents.

Scoill Phurt le Moirrey and Bunscoill Ghaelgagh, plus the Manx Language Unit, will share the comments of an external validation of their School Self Review and Evaluation (SSRE).

The process of SSRE is continuous and entails schools reviewing all aspects of their work and making judgments about what they are doing well and where they need to take action to secure improvement, explained Deputy Director of Education Stuart Dobson.

"This process supports schools in having a clear view of how to build on their current strengths to ensure they continue to offer the best possible learning opportunities to pupils," Mr Dobson said.

Nationalist feeling seems to be growing in the Isle of Man in the wake of the VAT crisis.

A Facebook page has been set up to press the case for Manx independence.

Mannin Aboo has attracted about 300 members since its launch earlier this month.

The creator of the site goes under the name of Manannan Mac Leirr who asks: 'Should the Isle of Man be an independent Nation again as it once was. Join if you agree. The Isle of Man forever — Mannin Aboo.

'Meanwhile, nationalist banners have been posted on roadsigns and graffiti sprayed across the roads on the main routes into Peel.All read Mannin Seyr, which means 'Manx independence'. Signs written in Manx Gaelic were also posted on flagpoles in the town….

…Founder of the Manx nationalist party Mec Vannin Bernard Moffatt said there appeared to be a growing number of young people in the Isle of Man getting involved with the Manx language and nationalism…

Indigenous languages spoken by minorities is the theme of a British Irish Council Summit in Jersey today, at which the Isle of Man is represented.

Chief Minister Tony Brown and Education Minister Anne Craine are flying the Manx flag at an event which coincides with the annual Cooish, or Manx Language Week.

Manx Gaelic has enjoyed a spectacular revival in recent years, and Mr Brown and Mrs Craine are expected to share some of the secrets of its success with fellow delegates.

The British Irish Council's work on the preservation of languages is led by Wales, and today's conference includes an address by the host Island's education minister, about the place of Jersey's own native tongue in its history....

A fact-findind mission to the Isle of Man was both inspirational and relevant, two ministers said.

Culture and Leisure minister Mike O’Hara and Education minister Carol Steere said the trip was to see how the island was keeping its heritage alive and particularly to find out how its almost dead language had been rejuvenated.

The visiting deputies and accompanying officers, learned that around 1,300 children were being taught Manx at school and that number was expected to rise.

‘It was obvious that they were all very proud to be keeping their native language alive,’ said Deputy O’Hara….

The global cultural body UNESCO has agreed to change its classification of the Manx Gaelic language as ‘extinct’ following protests from the Island led by Chief Minister Tony Brown MHK.

The 2009 edition of the organisation’s Atlas of World Languages in Danger listed Manx as effectively dead, prompting a letter from the Chief Minister setting out the various reasons why the language should not be so regarded….

…The Chief Minister’s Office has now received a letter from UNESCO’s Assistant Director-General for Culture, accepting the points made on behalf of Manx and confirming that its classification will be changed from ‘extinct’ to ‘critically endangered’, with an indication that it is in the process of revitalisation...

Konferenco ĉe la NovJorka Irlanda Centro

Much to our delight, we hosted a wonderful three day conference of Celtic Language speaking Teachers and Students from all over the US, Canada, Scotland, & Ireland.

We also had people speaking Cornish, Breton and Manx in the mix.

It was very interesting to hear the different dialects speaking together and to hear of the various styles of teaching that works in various settings.

We had a great write-up in the Irish Voice by the organizer who wrote a lovely letter to the Editor in the May 27th issue.

Each year the conference is held in a different country, mostly alternating between the US and Canada, but the fifth year the Association goes over to Europe.

We believe next year it may be held in Scotland. More information can be found at http://www.naaclt.org.

Anyone who would like to 'ynsee Gaelg' - learn Manx - now has the perfect opportunity, as new classes start in August. For beginners, FREE daytime classes with Adrian Cain will take place every Friday from 12pm - 1pm at the Manx Museum. For those who already have a good grasp of basic Manx, a further class at the Museum from 1pm - 2pm is also an option. Saase-jeeragh is a methodology which uses best practice from elswhere, in particular Wales, and applies it to the learning of Manx Gaelic.

Suitable for adults, classes focus on speaking the language and involve little writing. Classes are fun, involve a great deal of student particiaptaion and are a great introduction to the spoken language.

The 20th century witnessed an epidemic decrease in the number of people who spoke Celtic languages as their mother tongue. Particularly in the case of Ireland and the United Kingdom, centuries of attempts to linguistically homogenize the people of the British Isles under one speech (English) broke the link between older and younger generations of passing down languages like Gaelic or Welsh.

This, combined with the recent global saturation of English-language media, has threatened the extinction of these ancient tongues. Scholars and census-takers have warned of the grim prospect that conversational Celtic languages will never be heard again outside the academic world.

But recent years have seen resurgence in the use of Celtic languages. The desire for stronger cultural identity amongst the peoples of Ireland, Scotland, Wales, the Isle of Man, and Cornwall (as well as their continental Celtic cousins, Brittany and Galicia) has lead to radio, television, news and music being increasingly conducted in native regional tongues. These have by no means superseded English, but are a strong step towards reversing the decline that Celtic languages have suffered...

Five-piece contemporary Celtic band Skeeal will be launching their new CD with a gig at the Masonic Hall in Peel next Friday (July 24).

Slipway is their second release – their debut, Long Story, came out in 2005.The group consists of Sophia Dale (lead vocals), Phil Gawne MHK (lead vocals), Breesha Maddrell (flutes), Simone Rogers (flutes/whistles/vocals) and Paul Rogers (guitar, mandolin)….

… Lead vocalist Sophia is originally from Australia. She grew up listening to an eclectic range of music, singing classical, folk, jazz, punk and just about everything in between.

In her 20s she realised that traditional music really was the heart of her inspiration. She worked with various music groups, performing her own songs as well as traditional material, and was co-founder of An t-Eilean Mòr, a Scottish Gaelic singing ensemble. In 1997 she moved to Scotland to pursue her passion for Gaelic song. …

….Norman Chalmers, writing in Scotland on Sunday, said about the band: 'This contemporary folk group is unusual on two counts: they sing in the Manx language (also Gaelic and English) and the instrumental melodic lead is taken by woodwind, with nary a fiddle in sight.

…Phil has been a member of Tynwald for six years and has served as Minister for Agriculture, Fisheries and Forestry for the past four years.Prior to this he worked as Manx language development officer and is the driving force behind Mooinjer Veggey, the Manx Gaelic education organisation…

..Paul is a Welsh speaker and on moving to the Isle of Man became a fluent speaker of Manx Gaelic.His day job sees him teaching at Bunscoill Ghaelgagh, the Manx language school. Paul and Simone formed various groups which evolved into the current Skeeal line-up.

The Manx language primary school, the Bunscoill Ghaelgagh in St Johns, is thriving and efforts are now being made to encourage more adults to learn the Island's native tongue.

Manx language development officer Adrian Cain says it's something he will be focussing his efforts on during the next three or four years.

He says a programme put together over the last six months will be further developed this weekend, with expert adult tutors coming over from Wales to talk about how they have 'spread the word' (play audio file):

The 2009 Conference of the North American Association of Celtic Language Teachers (NAACLT) will be held May 20-24, 2009 at The New York City Irish Center (10-40 Jackson Ave, Long Island City, New York)…

Abstracts for individual papers or workshops are welcome on topics involving any one of the modern Celtic languages. Celtic language teachers are especially encouraged to present workshops or papers concerning methods, materials and program development. Other topics may include:
