Kimralingvo en Gwynedd



Gwynedd residents are being asked to express their views on how the Welsh language should be promoted in the county over the next three years.

Organisations, businesses and associations have been invited to express their views on the new action plan for the language.

But the hope is that many more will choose to have their say during this consultation either in writing or by attending one of three public meetings across the county.

The Gwynedd Welsh Language Promotion Group, the body responsible for the strategy, is keen to establish a new structure for the promotion of the language in the county and hopes the final document can respond to challenges facing the language during the next three years....

Concerns were raised about the future of Welsh language teaching in Patagonia yesterday after it emerged there were uncertainties over its funding.

Since the launch of the Welsh Language Project in 1997, hundreds of students a year have enrolled on Welsh-language courses in the province, with experts crediting the courses as having saved the language there.

The Welsh Assembly Government has funded up to three Welsh teachers a year to visit Patagonia to teach Welsh for one academic year. But this year, despite the school year having started in the province in March, no teachers have been appointed and no funding announced.
Jeremy Wood, a writer based in the town of Esquel, said there were now concerns as to the scheme’s future, particularly in the current financial climate….

La langue bretonne n'avait alors pas de structure officielle. Sous l'impulsion très forte de Jean-Yves Cozan, l'Office a été créé le 1er mai 1999, à Carhaix. Nous fédérions ainsi le travail de tous ces militants et bénévoles qui voulaient se réapproprier leur langue. Et pouvions enfin intervenir officiellement dans la vie publique….

…Nous n'étions que six au début, nous sommes désormais vingt salariés. Dans cinq antennes : une par département. Et dans cinq services : le patrimoine linguistique ; la traduction et l'interprétariat ; le développement ; la terminologie, car toute langue vivante évolue ; l'observatoire de la langue…
….La charte Ya dar brezhonneg, qui promeut l'usage de la langue bretonne. Plus de sept cents entreprises et associations l'ont souscrite. Depuis quatre ans, elle s'est ouverte aux communes : plus de cent signataires à ce jour. Au total, 800 structures couvrant l'ensemble de la vie publique se sont ainsi engagées à utiliser le breton....

Marre de la dictature linguistique des envahisseurs. Ils privent les enfants de leur droit le plus sacré : apprendre et pratiquer le langage de leurs ancêtres.

Patience : lorsque la jeunesse se verra enfin libre de perpétuer l’héritage millénaire du peuple celte, l’élan indépendantiste sera impossible à contenir.

Or l’étau qui étouffe les forces vives de la culture bretonne est serré : peu de financement, peu de publicité, peu de reconnaissance…

L'école Saint-Guen

L'école Saint-Guen est la première école primaire à avoir signé l'accord Ya d'ar brezhoneg. Un pas de plus en breton pour celle qui fut la première école bilingue de l'Enseignement catholique du Morbihan.

L'école Saint-Guen scolarise actuellement 160 enfants en classes bilingues français-breton, près de la moitié de l'effectif de l'école. La signature de l'accord Ya d'ar brezhoneg avec l'Office de la langue bretonne marque son engagement dans la valorisation et le développement de la langue régionale. L'école s'est engagée à créer un site Internet bilingue, à continuer de rédiger les invitations et les courriers aux parents en français et en breton, à utiliser des logos et du papier à lettre bilingues, à diffuser la plaquette de l'école également dans les deux langues. Il s'agit aussi de poursuivre la signalétique bilingue, et les formations à la langue bretonne proposées au personnel de l'école. «À dire vrai, ce ne sera pas trop difficile de respecter ces engagements puisque certains sont déjà menés à bien. Je sais que je peux compter sur une équipe d'enseignants bilingues qui ont déjà spontanément proposé leur aide. Et nous avons la chance de pouvoir nous appuyer sur l'association très active des parents d'élèves en classes bilingues, Dihun», a indiqué Jérôme Larcher-Rouland, le directeur.

Young people in Cardiff have been asked for their views on how they should be taught Welsh.

Education minister and Labour Vale of Glamorgan AM Jane Hutt yesterday appealed for young people to give their opinions before August 5.

She said: “I want to hear suggestions on what we can do to make learning Welsh more exciting and enjoyable, how we can make the Welsh language more accessible for everyone and how we can continue to develop and strengthen the language.

A group of concerned residents, along with a body representing community groups in the Múscraí Gaeltacht, have questioned why a new body, which they say duplicates services already provided, was set up prior to a proposal to merge MFG and Údarás na Gaeltachta.

Concerned Múscraí residents read out a letter to chief executive, Pádraig Ó hÁoláin at a public meeting hosted by Údarás in Baile Bhúirne outlining their opposition to the planned merger of what they say is the community-led MFG with a state body.

“It has been claimed that there is a duplication of services provided by both Meitheal Mhúscraí and Údarás na Gaeltachta.
This was untrue until the recent creation of Comharcumann Forbartha Mhúscraí, which, it increasingly appears, was set up to replicate some of the functions of MFG,” residents said in a letter read out the public meeting...

Barbara Scourfield

Barbara Scourfield from Dinas Powys, was left with multiple disabilities after a neurological illness – but decided to fight back through learning.

And now Barbara has been nominated for an Inspire! Adult Learner of the Year award.

The awards are organised by NIACE Dysgu Cymru, advocates of adult learning in Wales, and recognise learners whose achievements have been inspirational or life-changing.

The awards will be presented by TV’s Sara Edwards and former track and rugby star Nigel Walker in a glittering ceremony at Bangor University tonight, May 7.

After her illness, Barbara’s left hand, foot and leg are impaired, she is plagued by crippling migraines and she lost the ability write or to speak more than a few words at a time.

But she decided to reclaim her life by enrolling on a groundbreaking new Welsh blended learning course at the Welsh Language Centre, Cardiff.

The first of its kind in Wales, the course teaches students to learn language patterns and vocabulary online, before attending intensive classroom sessions. The nature of the course gave Barbara the time and flexibility to learn at her own pace.

She has slowly regained her speech and has built her way up to communicating effectively not only in English, but also in her target language of Welsh...

The Department of Community, Rural and Gaeltacht Affairs is one of six Government departments found to be in breach of legislation promoting and protecting the Irish language.

The other departments were the Department of the Environment, Heritage & Local Government, the Department of Social & Family Affairs, the Department of Justice, Equality & Law Reform, the Department of Education & Science, and the Department of Transport.

Nearly 600 new complaints were made to An Coimisinéir Teanga Seán Ó Cuirreáin's office by members of the public concerning difficulties in accessing State services through Irish during the year.

The Government departments found to have breached elements of language legislation included the Department of the Gaeltacht, which acts as the legislation watchdog...

Dùn Èistean Archaeology Project

A presentation at a leading conference featuring the work of archaeological projects around the country will be given in Gaelic.

Lewis UHI graduate Anne Marvin, and a former volunteer on the Dùn Èistean archaeology project (DEAP) in Ness on the Isle of Lewis, will address an audience of about 250 people – including the Scottish culture minister, Mike Russell - at the Scottish Community Archaeology Conference in Edinburgh on May 16 and 17.

The conference will look at voluntary archaeology in the nation's communities, involving practical workshops, talks, and exhibitions.

Sunrise Not Secular
